Peace Treaty between the Mede Empire and the Aldmeri Dominion

Empire of the Medes — Aldmeri Dominion

Signed on the third day of Mid Year, in the one hundred and seventy-fifth year of the Fourth Era, in the shadow of White-Gold Tower, in the Imperial City of Cyrodiil. The treaty marks the cessation of all hostilities between the Mede Empire and the Aldmeri Dominion and takes effect immediately upon signing. It is binding on all subjects and allies of both powers.

✦Preamble

We, Titus Mede II, Sovereign of the Mede Empire, Lord of Cyrodiil, Hammerfell, Skyrim, and High Rock, of the one part, and the First Council of the Thalmor of the Aldmeri Dominion, represented by Eldanil Arundae, vested with full diplomatic powers, of the other part:

Recognizing that the long and bloody war between our powers has inflicted incalculable damage on the peoples of Tamriel; driven by the desire for peace and order in the lands devastated by war; and recognizing the legitimate authority and sovereignty of each of the Parties within the limits established by this Treaty, have solemnly agreed as follows:

Chapter ITermination of the War

Article 1End of hostilities

From the moment of signing this Treaty, peace was established between the Mede Empire and the Aldmeri Dominion. All military actions in all territories of states cease immediately.

1. 1The parties order their armed forces to cease fire immediately. All military operations shall cease, and troops shall withdraw to the borders established by this Treaty within thirty days.
2. 2Thalmor forces will begin a planned withdrawal from the Imperial City and all adjacent territories of Cyrodiil no later than three days from the date of signing. Exceptions include those granted diplomatic status and the Cyrodiil garrison established in accordance with Article 7 of this Treaty.
3. 3Neither side has the right to declare a new war on the other side in violation of the terms of this Treaty.

Article 2Return of prisoners

The parties undertake to return to their homeland all prisoners of war captured during the war within sixty days.

1. 1The return of prisoners is carried out without preconditions and requirements of reciprocity in a particular case.
2. 2The parties undertake not to pursue returned prisoners for actions committed by them during the war.
3. 3The fate of prisoners whose whereabouts are unknown or whose death is not confirmed shall be determined by a joint commission within one year from the date of signing.

Chapter IIReligious Obligations of the Empire

Article 3Prohibition of the Cult of Talos

In pursuance of this Treaty, the following restrictions are introduced throughout the entire territory of the Empire of the Medes, which are mandatory without any exceptions:

1. 1Talos, also known as Tiber Septim I, is no longer accorded a place among the Aedric deities of the Imperial pantheon. The Empire's public pantheon now numbers eight deities.
2. 2Throughout the Empire, the following is prohibited: public or private veneration of Talos as a divine being; holding religious services, rituals, and gatherings in his honor; storing and displaying symbols associated with his cult; and preaching his veneration.
3. 3The ban applies to all persons residing on the territory of the Empire, regardless of nationality and race.
4. 4This prohibition does not extend to the recognition of Tiber Septim as a distinguished military leader, ruler, and founder of the Third Empire. Veneration of his memory as a historical figure, the study of his legacy, and invocation of his image as a symbol of imperial unity do not constitute a violation of this Treaty, provided they do not take the forms of religious worship expressly prohibited by paragraph 2.
5. 5In fulfillment of this pledge, Talos Square in the Imperial City, Cyrodiil, is renamed Septim Square.

Article 4Dissolution of the Order of Blades

As a condition for concluding peace, the Emperor shall immediately issue an order to disband the Order of Blades, an Imperial organization historically linked to the bloodline of Tiber Septim.

1. 1All active members of the Order are required to lay down their arms, hand over imperial powers, and cease operations within thirty days of the signing of the Treaty.
2. 2The Order's assets, documentation, and property are confiscated by the Empire and handed over to authorized representatives of the Thalmor Embassy for inspection.
3. 3The prosecution of former members of the order and persons associated with them shall be carried out by the Thalmor Embassy in accordance with the provisions of this Treaty.

Article 5Powers of the Thalmor Embassy

In order to properly fulfill the religious obligations under Articles 3 and 4, the Aldmeri Dominion is granted the following rights within the territory of the Empire:

1. 1The Thalmor Embassy and its authorized agents and justiciars have the right to independently detect, investigate and apprehend persons violating the provisions of Articles 3 and 4, and to prosecute former members of the Order of Blades. Thalmor agents must notify the local court of their intentions, but can not be hindered by the local authorities in any way that would impede their investigations.
2. 2Embassy agents are entitled to move freely throughout the Empire while fulfilling their duties. No imperial or local authorities have the right to hinder them in this regard.
3. 3The detained persons shall be transferred to the Embassy for trial and sentencing in accordance with Chapter VI of this Treaty.
4. 4Confiscated religious symbols and property related to the cult are transferred to the Embassy.

Article 6Obligation to cooperate with the imperial authorities

The Imperial authorities—the Imperial Legion, local rulers, and the guards of the holds and provinces—are obliged to:

1. 1Provide the Thalmor Embassy and its agents with full cooperation upon official request of the Embassy or its representatives, whether written or verbal: provide armed escort, ensure access to detainees, and extradite persons suspected of violating Articles 3 and 4.
2. 2Immediately transfer to the Embassy all persons detained by their own forces in cases of violation of this Treaty.
3. 3Do not harbor persons declared wanted by the Embassy. Concealing such persons is considered aiding and abetting and attracts liability under Chapter VI.

Article 7Thalmor Garrison in the Provinces

A Thalmor garrison is established in the capital city of each Imperial province, responsible for ensuring Dominion diplomatic processions into the province and overseeing the local enforcement of Articles 3 and 4.

1. 1The garrison operates under the direction of the Thalmor Embassy and enjoys diplomatic immunity equal to its personnel.
2. 2Local authorities are required to provide the garrison with full assistance, including the provision of reasonable accommodation, equipment and local resources.
3. 3A garrison is to be allowed in each of the major holds and is to be treated with extraterritorial status: they are subject to the laws of the Dominion, not those of the Empire or its subjects. Should the Thalmor violate this Agreement in any way, specifically Articles 3 and 4, then the host has the right to remove the allowance of the garrison.

Chapter IIITerritorial Concessions

Article 8Cession of Southern Hammerfell

As a condition of the peace, the Mede Empire cedes to the Third Aldmeri Dominion the right of sovereign rule over the southern lands of the province of Hammerfell - from the Gilan Peninsula to the eastern walls of Elinhir - within the borders indicated on the map attached to this Treaty.

1. 1The transfer will be completed within one hundred and eighty days from the date of signing. Imperial military units and officials will withdraw from the transferred territories within the specified time frame.
2. 2All laws and regulations of the Aldmeri Dominion shall immediately take effect in the transferred territories from the day of the actual transfer.
3. 3The civilian population of the transferred territories retains the right to life and property. Persons who do not recognize the Dominion's authority have the right to leave the territory within one year without hindrance.

Chapter IVDiplomatic Status of the Embassy

Article 9Establishment of the Thalmor Embassy

A Thalmor Embassy is established in each imperial province—the exclusive property of the Aldmeri Dominion. The main Embassy is located in the Imperial City, Cyrodiil.

1. 1The buildings and surrounding areas of the Embassy enjoy extraterritorial status: they are subject to the laws of the Dominion, not those of the Empire or its subjects.
2. 2Any attempt by Imperial or local authorities to impose their legislation within the Thalmor Embassy is a gross violation of this Treaty.
3. 3No person who has taken refuge on the premises of the Embassy may be removed from there by force by the imperial authorities.

Article 10Diplomatic immunity

1. 1Accredited Embassy personnel, agents, and Thalmor justiciars are not subject to detention, arrest, or prosecution under the laws of the Empire and its subjects.
2. 2Personal correspondence, documentation and property of Embassy employees are inviolable.
3. 3Inviolability extends to all actions performed by agents in the course of exercising the powers provided for in this Agreement.

Diplomatic immunity is suspended if the Dominion is recognized as an aggressor in a new armed conflict with the Empire. The procedure for such suspension is determined by the Empire's martial law legislation.

Chapter VTrade and Diplomatic Relations

Article 11Normalization of trade

1. 1Since the Treaty entered into force, trade restrictions, introduced the parties during the war are withdrawn. The parties return to the trading conditions that existed before the Great War.
2. 2Subjects of the Dominion have the right to engage in trade activities within the territory of the Empire; subjects of the Empire have the right to engage in trade activities within the territory of the Dominion, in accordance with the laws of the receiving party.

Article 12Diplomatic relations

1. 1The parties exchange permanent diplomatic missions. Each has the right to accredit an ambassador to the court of the other.
2. 2The Parties undertake not to support, finance or shelter the enemies of the other Party operating on its territory.
3. 3Disagreements regarding the interpretation of this Agreement shall be resolved by direct negotiations between authorized representatives of the parties, represented by the council Elders and the Thalmor Council.

Article 13Compensation for war damage

The Aldmeri Dominion provides the Empire with partial compensation for the damage caused to the White-Gold Tower and the surrounding areas of the Imperial City during the war.

1. 1The amount of compensation is determined by a joint assessment committee within sixty days from the date of signing.
2. 2The costs of establishing Thalmor Embassies in the provinces are counted towards the said compensation.
3. 3Any excess of actual expenses over the amount of compensation is charged to the Empire.

Chapter VIViolations of the Concordat and Liability

This chapter establishes the elements of violation of the Concordat and the penalties applied by the Thalmor Embassy within its jurisdiction. Investigation and punishment are conducted by the Embassy independently in accordance with Dominion law.

Article 14Violations of religious prohibitions

1. 1Heresy. Publicly professing Talos as a divine being of the Aedric pantheon, practicing his cult, organizing prayers, or holding religious gatherings is hereby punishable at the Justiciar's discretion, sanctions shall include, though are not limited to, imprisonment, manual labor, financial penalty, or death.
2. 1.1The same act, committed using a hold's powers or official position, is punishable by death with confiscation of property.
3. 2Reestablishment of the cult. The creation or attempt to establish an organization, association, or secret society for the purpose of reviving the worship of Talos; the restoration of rituals or traditions associated with him is punishable by death.
4. 2.1The same act committed by a priest, official, member of the Imperial Legion or a person from the Jarl's retinue is punishable by death with confiscation of property and deprivation of all titles and positions.
5. 3Cult artifacts. Storing, selling, transferring, or manufacturing items bearing the symbols of Talos or Tiber Septim, provided the act does not constitute an offense under paragraphs 1 or 2 of this article:
6. storage - detention and a fine of 500 septims;
7. sale or transfer - detention with confiscation of property;
8. production - life imprisonment and a fine.

Article 15Countering the Thalmor Embassy

1. 1Sedition. Inciting residents to oppose the Thalmor Embassy, its justiciars, or the garrison is punishable by a fine of 5000 septims and imprisonment.
2. 1.1The same act committed by an official or a person from the Jarl's retinue is punishable by deprivation of property, deprivation of title and a ban on holding any positions in the future.
3. 2Obstruction. Direct interference with the exercise of authority by Embassy agents, obstruction of detention or seizure of property is punishable by death.
4. 3Concealment and harboring. Concealment of persons wanted by the Embassy; failure to report known offenders; obstruction of an investigation; providing them with shelter or other assistance is punishable by imprisonment and a fine of 1000 septims. The same act, if committed by an official is punishable by detention with confiscation of property.

Article 16Membership of the Order of Blades

Membership in the Order of Blades, after implementation of this Treaty, as well as any forms of assistance to its members, constitute independent violations:

1. 1Active membership, recruitment of new members, or re-establishment of the order's activities is punishable by death.
2. 2Financing, harboring or aiding members of the order is punishable by death or life imprisonment at the discretion of the Embassy.
3. 3Failure to report a known member of the order - detention and a fine of 5000 septims.

Persons who voluntarily disclose their previous affiliation with the Order and who cooperate with the Embassy have the right to petition for mitigation of liability at the discretion of the Embassy.

Chapter VIIProcedure for the Agreement

Article 17Term and Termination

This Agreement is concluded for an indefinite term.

1. 1Either party has the right to notify the other of its intention to terminate the Agreement. Termination will take effect no earlier than one month from the date of notice.
2. 2A gross and systematic violation of the Agreement by one of the parties releases the other from the obligations assumed thereunder.
3. 3Failure by the Empire to comply with the agreed terms - primarily Articles 3, 4 and 8 - shall be considered grounds for termination of the Treaty by the Dominion.

Article 18Supremacy and Execution

1. 1This Agreement shall have priority over the domestic legislation of both parties in the part concerned.
2. 2Each party undertakes to bring its legislation into compliance with this Agreement within a reasonable time.
3. 3Compliance with the Treaty is mandatory for all subjects, officials and armed forces of each party.
